Workplace sustainable travel plans for companies

Ley 9/2025 (Spain's Sustainable Mobility Act) requires every workplace with more than two hundred employees, or more than one hundred per shift, to have a Workplace Sustainable Travel Plan. We draw it up with you following the official methodology of the IDAE (Spain's energy efficiency institute), with deliverables that stand up to any audit and complete independence from the platforms operating in the sector.

How the service is set up

Technical independence

We do not sell a platform of our own. We recommend and integrate the car sharing, parking management or combined mobility tool that best suits the particular workforce and location.

Official IDAE methodology

We apply IDAE Guide 019 on workplace travel plans to the letter. The deliverables, from the edited report to the GIS mapping and the indicator dashboard, are produced to the standard demanded by Spanish public tender specifications.

Plan, footprint and CSRD reporting in a single service

Three pieces of work usually split between different suppliers are delivered here as one: the mandatory plan, the Scope 3 carbon footprint and the figures ready for corporate sustainability reporting under the CSRD Directive.

Services and scope

The model is modular. It can be commissioned from the initial survey through to the complete plan, with later Energy Saving Certificate procedures or integration into corporate sustainability reporting.

Baseline survey and mobility questionnaire

A reliable body of data on which to base every later decision. Advisable where there is still no certainty about the need to undertake the complete plan.

  • Assessment of the workplace: location, facilities and internal policies
  • Design and rollout of a digital questionnaire addressed to the whole workforce
  • Supplementary traffic counts where the context calls for them
  • Analysis of strengths, weaknesses, opportunities and threats (SWOT) and an executive presentation

A plan that is technically and legally valid under article 26 of Ley 9/2025. Full delivery, including registration with the EDIM (Spain's integrated mobility data space) and an indicator dashboard for the board.

Energy Saving Certificate procedures

Car sharing turned into revenue through Certificados de Ahorro Energético (Spain's Energy Saving Certificates, data sheets TRA030 and TRA040 of the MITECO catalogue, the register kept by the Spanish ministry for the ecological transition). The rule itself demands an independent audit.

  • Annual independent audit of data sheets TRA040 and TRA030
  • Intermediation with the obligated parties or the delegated parties acquiring the certificates
  • Preparation of the file for the relevant regional authority
  • Follow-up of the procedure through to payment

Carbon footprint and CSRD reporting

Commuting journeys brought into corporate sustainability reporting, with the Scope 3 (category 7) calculation and the seal of the MITECO carbon footprint register.
